Punjab bifurcates rehab centres for better reach

Continuing with steps being taken to increase the availability of substance abuse treatment at an affordable rate, the Punjab government has bifurcated de-addiction centres for treatment of substance use disorder into two categories — one with indoor facility, and the other without an indoor facility.

The already existing category of indoor centres are governed by rules under the Punjab Substance Use Disorder Treatment and Counselling and Rehabilitation Centres Rules, 2011, while for centres without indoor facility, a new category, the government has come out with separate rules.

while for centres without indoor facility, a new category, the government has come out with separate rules. By doing so, the government has allowed centres without indoor facility to dispense buprenorphine and all other drugs covered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, a long-pending demand of private psychiatrics.

At present, there are 105 private de-addiction centres, of which a large number of them are owned by businessmen. The initiative is part of a slew of measures being taken to safeguard patients being fleeced by private centres.

Online data entry has been made mandatory failing which licence will be suspended and the doctor debarred for a period prescribed by the government. In case of any complaint, the centre in question will be subjected to inspection. To ensure that detoxification drugs are not misused, a daily record of stock will have to be maintained, along with entry of each purchase of the opioid drugs. Every licensed centre will have to maintain medical records of patients treated by it. Every batch of drug being dispensed will be tested by the state food and drug testing laboratory in Kharar. Medical records of patients too will have to be maintained.

As per the guidelines framed by the state-level committee, these centres will have to develop and maintain a safe environment for patients, their families, staff, and visitors.
